Patent Pool May Be a Key Factor in Open RAN Adoption, Report Says
(CHEVY CHASE, MD/BOSTON, MA, US – 27 February 2023) – A patent pool may play a key role in the adoption of Open RAN technology, according to a recent report published by Harvard Business School Professor Josh Lerner and Bella Private Markets.

MPEG LA’s EV Charging License Facilitates Worldwide Transition to Electrified Transportation

MPEG LA Takes Measures to Assist VVC Adoption
Measures include Royalty Software Waiver and Royalty Discount
(DENVER, CO, US – 7 November 2022) – MPEG LA, LLC today announced measures to bring its pool license for Versatile Video Coding, or VVC (introduced to the market on January 27, 2022), into conformity with market realities that will free implementers to invest in VVC adoption.
First, a waiver of royalties for standalone (not in or with hardware) VVC software products Sold (with or without compensation or consideration) to an End User is available to any VVC Licensee that commits to becoming a Licensor to MPEG LA’s VVC License if they or their Affiliates presently or in the future have the right to license or sublicense VVC Essential Patents. Products to which the waiver applies will still benefit from coverage as licensed products under the VVC License.
Second, a 25% VVC royalty discount is available to any VVC Licensee that enters into and is compliant with MPEG LA’s AVC Patent Portfolio License, HEVC Patent Portfolio License and VVC Patent Portfolio License.

MPEG LA Expands AVC License to Include Complete MVC Coverage
(DENVER, CO, US – 16 March 2022) – MPEG LA, LLC has announced that effective March 16, 2022, its AVC Patent Portfolio License (“AVC License”) has been expanded to provide coverage for the entire Multiview Video Coding (“MVC”) portion of the AVC specifications, including the MVC profiles covered by MPEG LA’s MVC License.
Although coverage has been expanded, the AVC License royalty rates and annual caps remain unchanged.

First Patent Pool for 3GPP Infrastructure Launched to Help Accelerate 5G

Alium, a joint patent pool venture between MPEG LA and Unified Patents, is supporting the development of Open RAN by providing a solution to the uncertainty and risk posed by the more than 100,000 essential patents already self-declared.
Open RAN increases competition in the telecommunications infrastructure space, enabling mobile networks to use different vendors interchangeably, thereby lowering costs. Support for Open RAN has increased significantly over the last several years. Governments around the world (including the US, India, Japan, Australia and Germany) have declared the growth of Open RAN solutions to be strategic to their economic and national security.
But for the Open RAN market to grow to more than 220 million units by 2030 as projected, the market must address the risk and the patent uncertainty that threatens to slow adoption.

MPEG LA Files amicus curiae Brief in the Case of Continental Automotive Systems, Inc. v. Avanci
(DENVER, CO, US – 27 April 2021) – On April 26, 2021, MPEG LA filed a brief as amicus curiae (friend of the court) before the US Court of Appeals for the Fifth Circuit in Continental Automotive Systems, Inc. v. Avanci. The brief focuses on MPEG LA’s history demonstrating that licensing at the end product level is integral to the structure of modern-day patent pools and the market benefits they provide, and argued that requiring patent pools to license all levels of the supply chain would threaten the viability of patent pools to benefit the market.

MPEG LA Announces Development of VVC (Versatile Video Coding) Pool License
VVC expected to improve video compression efficiency and functionality

Xiaomi and MPEG LA Announce Xiaomi’s Signing of MPEG LA’s HEVC License
(DENVER & BEIJING – 9 January 2020) – World intellectual property licensing leader MPEG LA, LLC (“MPEG LA”) and leading international supplier of smartphones and other smart products Xiaomi today announced that Xiaomi has become a Licensee to MPEG LA’s HEVC Patent Portfolio License (“HEVC License”).
MPEG LA’s HEVC License enables worldwide access to essential patent rights for the HEVC digital video coding standard (also known as H.265 and MPEG-H Part 2) providing increased speed and efficiency in consumer products that encode and decode video for Internet, television and mobile transmission, reception and use.

MPEG LA Announces Call for Patents Essential to ATSC 3.0
(DENVER, CO, US – 3 August 2017) – World licensing leader MPEG LA, LLC announced today a call for patents essential to ATSC 3.0 standards in order to facilitate, for the convenience of the market, creation of a joint license to the intellectual property of leading ATSC 3.0 developers on which those standards are based.*
ATSC 3.0 is a set of next generation TV standards offering mobile television; enhanced personalization and interactivity including location-specific emergency alerts and consumer-directed advertising; advanced signal and data delivery; efficient spectrum usage; and enhanced video including high dynamic range (HDR), high frame rate (HFR), wide color gamut (WCG) and 4K UHD features. ATSC 3.0 broadcasts are beginning in the Republic of Korea this year, and are expected to begin next year in the US.

MPEG LA Introduces License for EVS
(DENVER, CO, US – 28 June 2017) – MPEG LA, LLC today announced the availability of the EVS Patent Portfolio License providing efficient access to technologies underlying the EVS (Enhanced Voice Services) standard.
Designed to operate ubiquitously over packet-switched mobile and fixed-line communications networks, EVS represents a significant advance for voice and audio compression devices with compression, network capacity and other features that deliver vastly improved high definition quality for both music and voice services. EVS may be used in products such as mobile and landline phones, videoconferencing systems, desktop computers, tablets and connected home voice response systems.

MPEG LA Facilitating Development of Enhanced Voice Services Patent Pool License
(DENVER, CO, US – 20 January 2016) – MPEG LA announced today that in response to market demand, a number of companies responsible for developing the Enhanced Voice Services (EVS) codec for the 3GPP’s 4G LTE standard have been meeting, with MPEG LA’s assistance, to decide the terms of a worldwide license offering one-stop access to coverage under their essential EVS patents as a convenient alternative to negotiating separate licenses with individual patent owners.
Designed to operate ubiquitously over 3G and 4G mobile and fixed-line communications networks, EVS enables vastly improved high definition voice quality at reduced bandwidth, increased network capacity and advanced features for music, audio and voice services.
The participating companies have made progress toward reaching agreement on terms of a joint patent license giving implementers the opportunity to reduce uncertainty in planning for the deployment of EVS. They expect to be able to offer a joint patent license to the market covering various EVS product applications, such as EVS on mobile devices for general voice communication over LTE (VoLTE) and 3rd generation circuit switched mobile networks, including Mission Critical Push to Talk (MCPTT) and others.
The group plans to provide more information about the license. Among terms under discussion are those that would make the technology accessible to early stage adopters and both high and low volume users.
Participants in the group include many of the world’s communications technology leaders in voice and audio compression.

In pointing to the role MPEG LA’s licensing model has played in providing access, incentive, predictability and innovation around the market’s technology choices, Mr. Horn will discuss how changes in the legal environment surrounding intellectual property may have a negative, long-term impact on access and innovation critical to personalized medicine and other emerging technologies.
MPEG LA Expands HEVC License Coverage
(DENVER, CO, US – 19 March 2015) – MPEG LA, LLC has announced that the coverage of its HEVC Patent Portfolio License has been updated to conform with recent revisions to the HEVC standard as defined in Recommendation ITU-T H.265 v2 (10/2014) (click here to see the HEVC License Agreement).

The current royalty rates that apply to products which use one or more HEVC profiles remain unchanged.
The HEVC Patent Portfolio License, introduced on September 29, 2014 and available here, is offered for the convenience of HEVC users enabling them to obtain coverage under essential patents owned by multiple patent holders in a single license as an alternative to negotiating separate licenses. MPEG LA’s objective is to provide worldwide access to as much HEVC essential intellectual property as possible for the benefit of licensees. Any party that believes it has a patent which is essential to the HEVC standard as defined in Recommendation ITU-T H.265 v2 (10/2014) and would like to participate in the HEVC Patent Portfolio License is welcome to submit its patent(s) for an evaluation of essentiality by MPEG LA’s patent experts and inclusion in the License if determined to be essential. MPEG LA Introduces License for DisplayPort
(DENVER, CO, US – 5 March 2015) – MPEG LA, LLC today announced the availability of the DisplayPort Patent Portfolio License. The DisplayPort License provides coverage for a variety of digital interface technology standards used in connecting audio/video sources among products such as computer monitors, video projectors, televisions, adaptors, personal computers, graphic cards, motherboards, storage devices, smartphones, tablets, flat panel displays and cameras.

MPEG LA Offers HEVC Patent Portfolio License
(DENVER, CO, US – 29 September 2014) – MPEG LA, LLC today announced the availability of the HEVC Patent Portfolio License (“HEVC License”). The joint license includes patents that are essential to the High Efficiency Video Coding standard (HEVC, also known as H.265 and MPEG-H Part 2) designed to improve video coding and transmission efficiency for the benefit of Internet, television, and mobile service providers and consumers with increased speed and capacity. HEVC is also expected to deliver next generation higher resolution HDTV video by broadcast, streaming, download, and 4K Blu-ray™ for 4K and 8K Ultra High Definition TV.
